Reflections on the historical foundations of the “geopolitical culture” concept
The article is written as a detailed historical reference about the origin of the concept of "culture", the author of which is the prominent Roman public figure Cato the Elder, or Mark Porcius Cato the Censor. Cato is known not only as the author of a work on agriculture, where the definition of "culture" is used for the first time, but also as a persistent supporter of bringing the war between Rome and Carthage to a victorious end, which can be considered a manifestation of geopolitical culture. But over the millennia after those events, neither culture nor geopolitical culture could completely go beyond their original meaning and acquire new moral determinants.
Key words: history, culture, geopolitics, Rome, Carthage, sea, land, war.

Features of geopolitical culture
The article reveals the content of a new term in the theory of international relations “geopolitical culture”. The article shows the saturation of the subject field with problems that act as a bridge between culture and the problems of international communication in the broadest sense.
Key words: international relations, geopolitics, culture, history, doctrine.

Giuseppe Arcimoldo's world view and its relevance
The article analyzes the work of the Italian artist of the late Renaissance Giuseppe Arcimboldo from the standpoint of searching for elements of a common social code in it, characteristic of any era of social transit, when the world is plunged into a state of uncertainty. The lack of social consensus, a holistic vision and a program for moving forward in history turned into the tragedies of wars and revolutions.
Key words: history, art, social reality, psychology, painting, mannerism.

Scythia-Rus-Eurasia. Historiosophical images of the East Slavic world
Countries and peoples with a complex ethno-cultural genesis and long history often have two or more “layered” identities and alternative nomination. For example, France and Gaul, Britain and England, Germany and Prussia, Iran and Persia, Turkey and the Ottoman Porta. Russia, Russia is also one of them. As a rule, the alternative nomination is associated with ethnic groups that have left the historical arena and dissolved within the framework of the ethnogenesis of a large people or nation.
Key words: Belarus Scythia, Russia, history, image, countries, spirit, ethnoculture.

Comprehending the experience of the Paris Commune in the field of education and culture
150 years have passed since a short period when in France, during the Franco-Prussian War, in besieged Paris, its inhabitants tried to implement an incredible social experiment for that time, establishing the Paris Commune. Despite the fact that it lasted only 72 days, its actions affected the fundamental aspects of the social order, including the problems of public education.
Key words: history, education, revolutions, self-government, social experiment.

Educational potential of the environmental and economic policy of staffing of the sixth technological order: the role of the expert community in the development of a new scientific paradigm
The article deals with one of the most urgent and important problems – the role of the expert community in creation of a new theoretical and methodological framework for the development of staffing for an innovative breakthrough in the context of the deployment of the sixth technological order on the background of greening public and in particular economic relations. Currently the concept of "expert" is so widespread that its interpretations may differ diametrically opposite in some cases: from denoting the status of a specialist engaged in independent evaluation to complimenting a person who has a number of highly subjective achievements in any field. At the same time it is very important to give a significant place to independent expertise when forming an objective assessment of strategic decisions. Taking into account that humanity has come to understand the limited resources of the planet at the present stage of development of civilization. The world is faced with the inevitability of making strategic decisions related to long-term innovative advanced balanced socio-economic development and aimed at overcoming global problems that threaten the continued existence of man as a biological species. Intensive development of high-tech technologies accelerates the reduction of the vital potential of the planet in the context of entering into the sixth technological order so it is extremely important to make production as eco-friendly and economical as possible, to reduce consumption and consequently the rate of depletion of natural resources. It is almost impossible to achieve this without organizing a proper staffing system.
Key words: HR policy, staffing, innovative breakthrough, sixth technological order, industrial revolution, ecological and economic approach, educational potential, expert communities, independent assessment, strategic decisions.

Reflection of the paradigm "time is money" in street painting
The article contains an analysis of such a direction of street painting as graffiti. The author drew attention to the paradox associated with the fact that the theme of money had previously developed in classical painting, whose works forced the viewer to thoughtfully approach the problem of the relationship between time and money. But contemporary street artists not only found an opportunity to convey the meanings of the "time is money" paradigm in the language of graffiti, but also to expand this problematic by filling it with significant social and ethical content.
Key words: time, temporal culture, money, street art, values, morality.
