Towards the history of museum business in Harbin: the first steps
The article examines the history of the first museums in Harbin, covering the period 1908-1924. Harbin, the main station of the China-Eastern Railway, was a completely new city in which everything was created almost from scratch. The appearance of museums reflected the demands of the culture and economy of that era, the demands of the city's development. The organization of museums stretched over a decade and a half and required the efforts of not only the divinity, but also large enterprises in the region. For several years, initiative groups or commissions have been gathering to organize the museum. Various options were considered, statutory documents were developed, but the museum did not appear. The first museum in Harbin was the Japanese Trade Museum, opened in 1918 as part of Japan's policy on the continent. The Museum of the Society for the Study of the Manchurian Region was opened in 1923, and the Tariff and Demonstration Museum of the CER was opened at the end of 1924. The reasons for the appearance of museums are shown. The article highlights the museums' focus on continuous cooperation with commercial, industrial, and credit institutions in Harbin and the CER exclusion zone.

The role of television in the space of contemporary Russian culture
The author approaches the analysis of television in the aggregate of broadcast content, technical capabilities and the method of transmitting information. The philosophical approach to understanding the ontological nature of the concept of "virtual reality" manifested itself in understanding the evolution of "virtuality" from the text of a published source to a TV program. From the standpoint of ontological characteristics, television broadcasting is a natural result of directing human intellectual resources to creating an artificial environment. Its existence is as real as the surrounding social life. The principle of general accessibility is implemented in television broadcasting. Turning to television does not require any effort from a person, significant financial capabilities. Television is one of the resources of the media space. It acts as an integral element of social information. This leaves an imprint of historical space and dominant values on it. Thus, television is not only a means of propaganda and transmission of values, but also a mirror image of collective consciousness. Russian society has traditionally perceived media from the standpoint of education and the benefits they bring. Viewers of modern Russia are not satisfied with the content. Some parents would not like their children to watch modern television of the "consumer society". The possibilities of modern television should be skillfully used this resource of modern culture. Television has the support of network digital providers. The algorithm for their use has been developed. The user support mechanism has been implemented. The specified program instructions will help those who are interested in watching certain programs, channels, broadcast days. The conclusion is that any cultural phenomenon, especially such a large-scale one as television, cannot have a monosyllabic assessment and is subject to regulation by means of implementing cultural policy.
Key words: cultural policy of Russia, philosophy of television, media resources, television, television content, “virtual reality”, cultural environment, Russian television viewers, television providers, digital television program.

Film and television works: media presentation of the consciousness of the Chinese national community and its values through the example of three ethnographic films
Ethnic themed film and television works, with their unique realistic narrative plots, narrative techniques, visual presentation forms, and functional characteristics, have opened up new avenues for shaping the image of the Chinese national community, highlighting the spiritual symbols of the Chinese national community, and strengthening the discourse system of the Chinese national community. They have become valuable cultural resources for forging the awareness of the Chinese national community. New era ethnic themed film and television works, such as "True Love," "Kashi’s Beauty", and "Why Are Flowers So Red?", are rooted in the materialist conception of history, and with Marxist cultural theory and community theory as solid theoretical support, vividly depict the living scenes of various ethnic groups living together, working together, uniting and helping each other, and integrating harmoniously. These works not only have profound significance for inheriting and promoting excellent traditional Chinese culture and the spirit of the Chinese nation, but also greatly enrich the content of film and television creation in the new era, broaden the dissemination path of the common discourse of the Chinese nation, and play an irreplaceable role in promoting the cause of national unity in the new era.

Information technologies in the design and advertising of modern events: creating new visual images and symbols of fashion brands
In the modern world, oversaturated with advertising information, a lot of problems for sellers of various products (clothing, accessories) are caused by the loss of advertising memorability. Huge amounts of money are invested in advertising, but at the same time, against the backdrop of an abundance of posters, commercials and print advertising, even a masterpiece in terms of style and graphics becomes forgotten very quickly, even by a client/ consumer with a good memory of the artist. Brands are “trying” to become more famous, but to do this they need more and more new technologies. For example, it is very interesting to use “holograms” or robotic figures to create the atmosphere of an unforgettable performance at a fashion show. The goal of the work was to research and systematize the best solutions of various fashion brands for the subsequent application of this experience both by domestic companies in this area and by other companies in other areas.
As a result, conclusions were drawn about the features of the use of information technology increating new images for advertising modern events aimed at promoting fashion brands. Methods used in the study: artistic design analysis, iconic analysis, content analysis and others adopted in art criticism within the framework of technical aesthetics and design. An analysis of fashion events was carried out from the point of view of creating images using information technology, as well as creating images and symbols reminiscent of computer games and their elements (often images with a game “scene”, volumetric elements, machine elements and robots). The identified current techniques for creating fashionable brand images will help domestic designers in developing new ideas for the design and advertising of their own companies and, subsequently, world-class brands.

Unified personnel service of the constituent entity of the Russian Federation as a component of modern state personnel policy
One of the priorities of the new political cycle, among others declared by the President of the Russian Federation, is the improvement of the public administration system based on the principles of efficiency, rationality and the introduction of digital technologies. An integral part of this system is the institution of civil service, the modern image of which we can see after 20 years of reforms and transformations. At the same time, in the conditions of the functioning of this institution, a number of unresolved problems remain, and one of the ways to optimize it, according to scientists, may be the centralization of the system-forming function of the civil service – personnel work. In the article, the author attempted to substantiate the feasibility of such work, the risks and advantages of forming a unified personnel service, to argue why centralization should be started in regional authorities. The author comes to the conclusion that the analysis and replication of successful experience on this issue, obtained in a number of subjects on a national scale, as well as regulatory consolidation at the federal level, will allow transferring the personnel work of government bodies to a new level, taking a step towards the formation of a comprehensive personnel strategy and marking a new stage in the management of human capital in the civil service.

Abkhazian communities in cyberspace
A little-studied topic is research into the strategy that Abkhazians implement to preserve their ethnic culture, using virtual space as a tool for preserving traditional culture. Modern globalization processes require the study of virtual communications of Abkhazians, both in Russia and abroad, since the majority of Abkhazians live outside the territory of their historical homeland. For Abkhazians abroad is important to demonstrate their unity with their historical homeland - involvement and continuity with traditions through photo and video recording of traditional holiday celebrations and showing them online, thereby saying that they are an integral part of their people despite living outside their historical homeland. In this regard, this study conducted a content analysis of ethnic, linguistic, local, extra-territorial communities in such social networks as Instagram and Facebook. This study allowed us to trace the main trends that have developed in cyberspace for Abkhazians, which are aimed at preserving traditional culture.
Key words: Abkhazians, Apsua, cyber communities, identity, virtual representation, Türkiye, culture, politics, history.
