Oswald Spengler, Victorianism and the Perspectives of a "Supraclassic" Russia
Oswald Spengler belonged to the generation that was formed in the shadow of the outwardly impressive successes of the "Wilhelmian era", in the shadow of the triumphs of academic German science, and at the same time — in contrast to this — it early experienced the impact of the direction that had just begun to enter into a wide circulation, called "philosophy of life". In his philosophy of culture, Spengler sharply criticized the Eurocentric view of history as a universal linear progress. Instead, he proposed a pluralistic and cyclical model, according to which independent local cultures whose life period is a cycle similar to living organisms. The creative potential of such a culture is embodied by its creative elite. The author of the article, interpreting the heritage of Spengler, formulates an answer to the question of how it is possible to integrate the national elite into the framework of a conservative project. The author offers his vision of how to combine creativity (vitality, vital impulse) with conservative and stable forms of cultural and social life.

The discursive construction of international terrorism
In this article, a theoretical and discursive approach to the concept of international terrorism is made. Firstly, he put forward the main theoretical postulates of the critical and constructivist approaches in international relations to the study of international terrorism as a discursive social construct. Secondly, he described the power relations – three reasons - that shape the international system and how they determine the formation of the essence of the international community. Finally, the development of standardized global discourses on international terrorism was analyzed. They were connected with the dynamics of power, which makes up the international sphere. It has been argued that historically, political violence that challenged these causes was discursively constructed as "international terrorism". This process was aimed at depoliticizing the challenges of this violence to the hegemony, universality and legitimacy of the international community.
Key words: discourse, international terrorism, securitization, state, globalism, civilization, reason.
