On the issue of holding traditional holidays of nomads in the border regions of Central Asia: a modern aspect (using the example of the Ubsunur aimag and the Ovyur Kozhuun)
The article is devoted to the identification of the main features of the modern existence of the traditional holiday culture of nomads living in the border regions of Central Asia. The authors' analysis of the modern practice of holding traditional holidays of Tuvans and Mongols of the Ubsunur aimag and Ovyur Kozhuun led to the conclusion that there are more similarities than differences in them. We have not been able to find significant evidence of the presence of facts of the spiritual culture of the Mongolian ethnic group in the Ovyur Kozhuun and the Tuvan culture in the Ubsunur aimag, except for those that have already been recorded by researchers and are characteristic features not only of the border areas, but also of all others. Despite their territorial proximity, both peoples retained their national identity, which was formed under the influence of a nomadic lifestyle, and later Buddhism.
Key words: holiday culture, nomads, traditional holidays, border territories, intercultural interaction, calendar rituals.

Kuban Cossacks (embroidery in Kuban)
The article raises the problem of preserving the traditions and customs of the Kuban Cossacks in the upbringing of the younger generation. This is necessary so that they do not forget their past, their history, their traditions and customs. It is necessary to revive and preserve the traditions of their small homeland, their people, where we were born.
The culture of the Kuban Cossacks exists in the system of the integral culture of mankind, but this global internally dialectically contradictory, and the interaction between individual elements demonstrates both the universal connection of phenomena. Culture cannot be considered to have formed completely independently, and moments of tension associated with the differences between individual cultural norms, values, religions of each nation.
The traditional culture of the Kuban Cossacks is rich and complex. In many ways, rituals and customs are associated with both Orthodoxy and the military way of life.
Key words: traditions, customs, culture, Cossacks, farmstead, education, embroidery, ceremonies.

Substantive transformation of artistic comprehension of reality in modern television show-programmes
The article is devoted to the search for tools to output the spiritual-worldview crisis caused by the global dominance of canonical mass culture. The author points out that, as a result of the lack of purposeful cultural policy, by the 2010s Russia has completely merged with the transnational consumer lifestyle model, which excludes the perception of the masses of samples of self-sufficient culture in its value-semantic meaning. With this in mind, the author considers it justified to issue in 2014 the Decree of the President of the Russian Federation «Оn the statement of the Bases of the state cultural policy», which provides juridical protection to cultural transformations aimed at qualitative improvement of the spiritual and intellectual level of mass culture. This transformation essentially leads to a new paradigm of understanding the essence of mass culture: mass culture by distribution through television and electronic media, but not by its artistic level intended for the average unprepared recipient. Further, the author analyses the intermediate results of the implementation of the state cultural policy on the example of show-programmes being part of the broadcasting grid of 29 TV channels of the basic free package of the Moscow region. V.A. Bozbin stresses that the choice of show-programmes as an object of research is not accidental, but motivated by the results of a questionnaire survey of students (2023). The questionnaire showed that show-programmes are the most demanded genre among young people, which means that they can become a «starting point» of increasing the artistic and aesthetic demands of this most important, future-shaping social group. In the final part, the author identifies the following flaws in the course of the execution of the Decree`s articles: there is observed a significant predominance of entertainment show-programmes over cultural, a lack of scientific and socio-publicist shows for teenagers and families with children is revealed, and the attitude of media executives to elitist culture programmes and programmes for young children as a «niche product» is noted. Positive changes include: increased attention to coverage of cultural and social partnership with friendly countries, the transformation of a number of «formulary» programmes into personalised and meaningful ones, and the emergence of reality-shows in the format of professional psychological, pedagogical and medical consulting to solve significant family and children's problems.
Key words: mass culture, consumption, spiritual crisis, television, show-programme, decree, cultural policy, artistic level.

The “Madonna–Whore” complex in the dynamics of Dmitry Karamazov’s love relationships in F.M. Dostoevsky’s novel the brothers Karamazov: a psychoanalytic perspective
This article presents a psychoanalytic study of the dynamics of love relationships experienced by Dmitry Fyodorovich Karamazov, a character in Fyodor M. Dostoevsky’s novel the brothers Karamazov, with Yekaterina Ivanovna Verkhovtseva and Agrafena Alexandrovna Svetlova (Grushenka). The analysis is grounded in the concept of the “Madonna–Whore” complex, described by Sigmund Freud as a form of polarized idealization and devaluation of the female image within the structure of male libido. The focus is on the mechanism of repression of sexual desire toward the “elevated” woman (Yekaterina Ivanovna) and simultaneous fixation on the “fallen” woman (Grushenka), who permits instinctual realization within a socially acceptable framework. Special attention is given to the deep psychosexual conflict arising within Dmitry’s Oedipal complex and to the phenomenon of castration anxiety activated by his rivalry with his father for the erotic object.
Key words: psychoanalysis, Freudian theory, sexual ambivalence, Madonna–Whore complex, castration anxiety, repression, sublimation, Fyodor M. Dostoevsky, Dmitry Karamazov.

“The book of Dede Gorgud”: a cultural value and spiritual source
“Kitabi-Dədə Qorqud” is a rich source of history, spirituality and culture of the people, which necessitates systematic analysis in all contexts. With the power and sympathy to contain the thinking intellect of the ethnoculturological system, the symbolic layer of the signification it encompasses in the archaic structure, it creates conditions for determining the dynamics of the historical-cultural flow by bringing to the fore the modelings established in the mythological ideology. Folklorists, ethnographers, linguists, musicologists, historians, etc. exhibit an inaccessibility with the function of carrying the cultural matter of the society into the future within the boundaries of history and space. “Kitabi-Dədə Qorqud”, which is of exceptional importance in terms of reflecting the essence of the creation, nature and transmission mechanisms of ethnoenergy, is not limited to those at the level of Azerbaijan, but exhibits an inaccessibility with the opportunities to bring to the fore the cultural arsenal of the Turkic peoples as a whole, the chronotopes included in their cultural thought and behavior.

Li Shutong - the founder of Chinese national music of the 20th century
Li Shutong (1880-1942) was a pioneer in the history of modern Chinese music. His artistic practice and educational innovations made significant contributions to the modernization of Chinese national music. Returning to China in 1910 after studying in Japan, he founded China's first music journal, Music Magazine, introduced five-line notation, compiled the Collection of National Songs for Study, and took other initiatives, combining Western musical techniques with Chinese classical poetry, thereby creating a new form of "school music". His signature works, “Farewell” and “Spring Walk”, have become classics due to their combination of Chinese and Western melodies and literary qualities that appeal to both the elite and the masses, and the latter laid the foundation for the creation of Chinese polyphonic choruses. Teaching in
Zhejiang's two-tier ordinary schools, he pioneered courses in harmony and counterpoint, trained musicians such as Feng Zikai and Liu Zhiping, and established a modern music education system. Li Shutong's practice broke the traditional musical paradigm and promoted the development of the social function of music through the concept of "temperament education”. His works are still culturally symbolic, linking tradition and modernity, and are of great significance to the history of modern music and the development of education in China.

Comparative analysis of the Russian and Chinese systems of higher musical and pedagogical education
Chinese traditional music education has a long history of several millennia. Nowadays, the influence of Russian music-pedagogical education on the system of musical personnel training in the Celestial Empire continues to exist, but it is not as significant as it was in the second half of the 20th century. There are both certain similarities and some differences in Russian and Chinese higher music-pedagogical education. All of them are considered in detail in the context of this study. The study of the peculiarities of the system music teachers' training in the higher education system in their own country and in other states, both in the past and in the present, seems to be extremely relevant. Analysis of educational shortcomings is extremely important, as it helps to minimize the risks of their repetition and to develop measures to improve the quality of educational results. As for the successful experience of another country or another era in the field of music-pedagogical education, it is necessary to be able to adapt it competently to our own realities.

Features of municipal-legal responsibility of the head of a municipal for-mation: political and theoretical aspect
The article examines issues related to the public-legal liability of the head of a municipality as the highest official of this public-legal territory. The emphasis is placed on identifying the essence of municipal-legal liability (as a type of public-legal liability) of this official in the system of public-authority relations, that is, the analysis of theoretical judgments on various aspects of this issue prevails. It is noted that, in relation to the head of a municipality, the sanction of municipal-legal liability is the early termination of the powers of the head of the municipality as a result of a negative assessment of his activities. Accordingly, the article does not consider other types of legal liability (civil, administrative, etc.). It is also indicated that the mechanism for implementing the municipal liability of the head of the municipality needs to be improved.

The theory of natural law: main stages of development and features of domestic thought
The article examines the process of formation and development of the theoretical foundations of the natural law concept, which assumes that, in addition to formal (state, positive) laws, there are natural (natural) rights inherent in every person from birth. The article examines the views of ancient thinkers and scientists of different eras and states (Justinian, Ulpian, Locke, Hobbes, Rousseau, etc.), as well as domestic legal scholars of the pre-revolutionary period (Trubetskoy, Chicherin, Novgorodtsev, Ilyin, etc.). The interaction of natural and state law is shown. It is noted that after the 1917 revolution in the Soviet state the theory of natural law did not find official support, and for several decades Soviet legal scholars in their political views did not go beyond the program guidelines established by the CPSU, in which natural rights had no place. After the collapse of the USSR in 1991, a fairly large number of works were published on this issue, moreover, in modern Russia, natural human rights have received state support and the corresponding provisions have been included in the Constitution of Russia [. However, there is no integral theory of natural law.

The value and practical path of telling China's story in civics courses of Colleges and Universities in the new era
In the context of the new era, telling a good Chinese story is of great significance for civic and political education. It not only helps to build a Chinese discourse and narrative system, but also taps into and conveys the Chinese spirit, values and humanistic feelings. Telling Chinese stories well can defend the Marxist ideological position, strengthen the "four self-confidence", promote the main theme, cultivate socialist core values, improve the affinity of the civics class and enhance the effectiveness of teaching. To tell China's history well, authenticity, integration and typicality should be emphasised. By optimising the supply capacity of teachers, stimulating students' sense of independent participation, enriching the story resource base, using diversified teaching media and innovating teaching methods, China's stories can be better told and disseminated, and their important value in ideological and political education can be brought into play.
Key words: new era, China’s story, ideological and political education, value, practical paths.

Regulatory dimensions of musical culture in the People’s Republic of China
This article addresses the pressing issue of defining the aspects of legal regulation governing musical culture in the People’s Republic of China (PRC).
The object of the study is musical culture in the PRC.
The subject of the study includes normative legal acts, laws, and strategic planning documents that determine the legal regulation of musical culture in the PRC.
China’s musical culture boasts a rich, centuries-old history. However, its legal status in normative and legal documents remains insufficiently defined. These documents lack a direct definition of the term “musical culture” (音乐文化, yīnyuè wénhuà), necessitating interpretation of legal texts.
The author examines such aspects as the legal and institutional mechanisms for the preservation and development of China’s musical culture. The article analyzes constitutional provisions guaranteeing the protection of ethnic traditions, freedom of creative expression, and access to education, which form the foundation for safeguarding musical heritage.
The study explores laws on the protection of cultural property, intangible heritage, and public cultural services, which ensure the preservation of both tangible and intangible aspects of musical culture. Special attention is given to the role of state programs, such as the 14th Five-Year Plan for Cultural Development.
The research employs general scientific methods, including systemic analysis, structural analysis, and formalized analysis. This article makes a significant contribution to the study of legal regulation in China’s musical culture.
For the first time, PRC normative acts are analyzed from the perspective of musical culture. The study highlights the need to interpret the term “musical culture” through related categories (culture, arts, education).
It is established that the regulation of musical culture is implemented through constitutional norms, heritage laws, and public service provisions.
The article provides an analytical perspective on the legal foundations of musical culture regulation. It proposes an interdisciplinary study of PRC normative legal acts, where musical culture is treated as part of broader cultural policy, necessitating interpretation through adjacent legal categories.
Key words: legal regulation, PRC, copyright, cultural policy, traditional heritage, digitalization, musical culture of China, traditional culture, Chinese law.

Language and culture: the system of speech attitude in personal growth strategies
The article presents the system of speech attitudes as a cultural phenomenon. Language is not only a complex system of signs, but also a carrier of many lexical meanings recorded in cultural images. We propose to consider speech attitudes as a socio-cultural phenomenon of objectification and reverse objectification: thoughts, ideas and images - in the activities of a cultural subject. Speech attitudes can be a tool and an activity: influencing the listener's position, sowing seeds of doubt; forming new thinking; strengthening, changing or destroying the personality structure; changing history. That is, speech attitudes can be a tool of a clever manipulator, reflecting the linguistic originality of a period of cultural history - in lexical formulas of influence. Speech attitudes assimilated by a subject influence his strategy of personal growth - of course: they influence the logic of the formation of the life path; position in the conflict process; depth, complexity or simplicity, primitiveness of thinking. Influential evaluation system of Civic Education on students' social behavior
The traditional impact evaluation system selects single, static and small coverage evaluation indexes, which leads to the lack of objectivity of the evaluation results of the evaluation system and large evaluation bias. In response to the above problems, the impact evaluation system of Civic Education on students' social behavior is constructed. On the basis of establishing the principles of evaluating the influence of Civic Education on students' social behavior, the evaluation system indicators are determined according to the criteria for selecting influence indicators. The combination of hierarchical analysis and principal component analysis is used to determine the weights of the evaluation indexes and complete the construction of the impact evaluation system. The case verification shows that the evaluation error of this evaluation system is relatively reduced by about 33.3% and has more reliable evaluation results.
Key words: Civic education, students' social behavior, impact evaluation, evaluation system construction.

Features of Neurophilosophical Anthropologism in the synergetic historical phase space
The authors of the article try to determine the directions of realization of the potential of philosophical anthropology for neuroscience in a synergetic historical phase space, the possibility of qualitative renewal of neuroscience on the basis of this potential. The novelty of this research lies in the fact that philosophical anthropology, extrapolating its updated content to historical and neuroscience, verbalizes problems that are at the junction of different scientific directions. The methodology of this research is based on the analysis and generalization of research works of foreign and domestic scientists in the field of neuroscience, historical knowledge, philosophical anthropology, information and knowledge development of modern society. The research methodology includes hermeneutical, systemic, and comparative methods. Neuroscience, history and philosophical anthropology have an extensive scientific field: criteria for data interpretation, the possibility of neural networks influencing the subject of historical cognition, the interaction of mind and emotions, the problem of will and responsibility, ethical problems of brain stimulation, psychopharmacology and the problem of human identification. Philosophical anthropology evaluates the directions of history and neuroscience from ethical and axiological positions. The problem of preserving national and cultural identity, historical education requires not only a well-thought-out strategy on the part of the history and philosophy of education, but also must be solved through the prism of individual (cognitive and personal) characteristics of a person: assessment of his cognitive learning style, chronotype, values and beliefs. The use of a synergetic approach in historical cognition in metasubject representation implies the linearity of evolutionary scientific knowledge through the idea of invariance of the assessment of a historical event by the subject of history and the subject of historical cognition. The results of the research can be applied in the field of historical education and social disciplines.
Key words: oblivion, history, metasubject, neuroscience, subject of history, subject of historical knowledge.
