Culture of the world and spiritual and cultural activities of Russian Cossacks
In the article the concept of «Culture of the world» is considered in a broad aspect, not only as an exclusion to the war from life of the world community, ideology and culture, but also as a principle of peaceful coexistence between nations and peoples. Close cooperation between people of different races and nationalities, different political views and religious beliefs in the context of cultural diversity in recent years has become a real phenomenon. Most countries tend to study other cultures through the publication of books of different nations in different languages, organization of celebrations and many other activities.

Liberal values as a basis of the freedom of speech
Human rights are universal values of modern civil world, without them the perception of all systems of political, social, economic, cultural, international relations and principles is impossible. Human rights are such a peculiarity and mode of life that living without them a dignified life is unfeasible. These rights are peculiar to people`s existence. Human rights are a natural phenomenon, that is, they are inalienable, inviolable, possess free characteristics and don`t depend on a person`s will. Being deprived of the rights of natural life, inviolability, equality, freedom of speech and of free movement puts an obstacle in the way of expressing creativity or meeting demands, and it consequently leads to the delay in social progress. Human rights are universal and beyond time category.

Multiculturalism: trouble or a way to escape the problem
This article analyzes the nature and content of the phenomenon of multiculturalism and discusses various attitudes towards it. More detailed aspects of the implementation of multicultural policies are given. It is noted that if multiculturalism in the domestic politics of states causes some controversy and discussion, or if it is accompanied by controversy, in international and intercultural relations, it becomes a completely different content.
It is emphasized that the implementation of the strategy at the international level may contribute to the preservation and enhancement of cultural diversity, preventing interethnic and international control.

Mythological aspects of modern clothes collection in ethnic style
The paper analyzes the stages of creating a modern collection of clothes in ethnic style. The author describes the methods used to study the Caucasian costume as a complex of style and form of art, archaeological sites and artifacts, Nart epic and creative designers. When designing a clothing in ethnic style designer puts to life his cultural and social principles, allowing historical values to be adequately reflected in the aesthetics of the costume.

Each of them has its own identity, which reflects not only the “soul” of the forum, but also the cultural policy pursued by the host country, as well as its attention to the way how to reflect its geopolitical views and aspirations via the program of film festival and the works presented on it.

Semantic features of awareness of happiness in the Russian and Korean ethnos
This article offers us a view at some particularities of ethnic self-awareness of two ethnos: Russians and Koreans and their ability to identify comprehension with valuable particularities of ethnic society. The objective of this work is to find out ethnic particularities in understanding happiness of Russians living on Sakhalin and Koreans that have lived on Sakhalin since the end of the World War II with the help of the associative experiment which is considered to be a proved method of the analysis of the meaning.

The author presents the analysis of G.-K. Kaltenbrunner’s views on “Athens” and “Sparta” as world-historical symbols of European spiritual history. For the first time Kaltenbrunner’s historical-philosophical essays about Sparta are introduced into scientific circulation.

Philosophical problems of the post-socialist law and state
The article notes that post-socialism and the law of this period largely determine the direction of history. The ways from socialism to civilism entities and the concepts the civil law are studied. A special place in the issue of «The End of History» and the possibility of the type of the law after the bourgeois law is discussed. A comparative explanation of the civilistic law, civilian property and the socialist law are given. 
At the end of the article it is concluded that the progress of human rights and freedoms is acquiring a new direction in the society. It is shown that the analysis of the previous ideas about the historical progress of rights and freedoms of our time position allows their proper discernment.
